With the entry to the 21st century, the process of global economic integration is continually accelerated and the competition between domestic and international enterprises will become much more severe than ever. Facing the drastic competition, basing on the situation and in order to survive and develop, the telecom enterprises of China should grasp the opportunity, adopt corporate culture strategy and establish effective encouraging system and competitive system inside the enterprises to enhance their core competence.Basing on the corporate culture strategy and its development trend, this dissertation analyzed the market situation that the domestic telecommunication industry faces conscientiously. On the base of the systematical study on telecom enterprises of China, it put forward strategy for telecom enterprises of China to promote their core competence. This dissertation proposed six key elements that influence core competence of telecom enterprises of China: corporate culture, human resource management, ability system, strategy management, management mode, environment and system. Though analyzing and demonstrating the enterprise's core values, corporate culture, human resource management, ability system, strategy management, management mode, environment and system and their relations, this dissertation set up the core competence model for telecom enterprises of China.The foundation of core competence model for telecom enterprises of China stems from management practice. It emphasized the important function of soft key elements such as human and value idea. For example the influence of the enterprise's core values, especially the core values of CEO; corporate culture and human resource management on enterprise's core competence. This dissertation thought that the enterprise's core values and corporate culture are the most important factors in the foundation and promotion of core competence. It's the premise of human resource management. And the human resource management is the premise to promote the enterprise's core competence.Promoting the enterprise's core competence needs to foster the outstanding corporate culture, improve the level of strategic human resource management, improve the implement ability, knowledge management ability, study ability, innovation ability, research ability and development ability, strengthen strategy and capital operation management, set up the management mode that takes the customer's demand as direction and strengthen the government's function on the macroscopically respect.In a word, it has become an important and pressing subject for telecom enterprises of China to make, choose and implement effective core competence strategy and get long-term existence and development in the environment that changes rapidly. This dissertation will offer beneficial reference to telecom enterprises of China.
