Hongda refrigerator factory was founded in 1998, and had gone through 6 years' development. The main leader of the factory had been changed for two times, the profits of the factory had changed sharply. The factory met many difficulties. In condition of the group's new policy, the Hongda refrigerator factory was faced with the high cost, fewer order, fewer personnel, staff lost heart with the factory, the factory fell into the toils of a crisis.Analyzing the Hongda refrigerator factory's human resource development, the factory had done a lot of work and had made some achievement. But there are many shortcomings and it can't be satisfied with the factory's new developing needs.In order to develop the factory's core competency and make the factory work on the low cost level, the factory must follow the group's new needs, found new human resource development goals and use new methods. The factory must think of its present conditions, and use all kinds of methods, such as making new factory human resource structure, using new salary system to promoting the worker behavior, using profession developing plan and training to deeply develop the factory human resource, using new test system to make the employee income level be the same as the employee performance, using all kinds of methods to make the employee to create more value. Founding learning group to find new route and new methods, the factory's human resource level could be developed higher and higher, the developed human resource could be the first ability to make the factory grow quickly.
