The management of public performance is an important task for the government to improve its efficiency. As a department providing public security and services, the department of public security must accept the mechanism of performance management, in order to work efficiently and meet the requirement of the public.The background and the meaning are analyzed first in the thesis; and then the characteristics and some problems during its management of police affairs are studied. For the stake of studying the issue of improving the performance, the theory of performance management, as well as the technique of analyzing using qualitative and quantitative methods are used in the thesis. The main contents of the thesis are as follow:1. An index system for evaluating the performance of police affairs department is established. The performance of police affairs includes three dimensions, which are economy, politics and society, and the work of police affairs must focus on the orientation of the public.2. A mechanism of incentive is founded, which is based on the consummating of interior senate and the policy of public orienting.3. A case is analyzed to verify the application of performance evaluation and the mechanism of incentive.4. Some suggestions on how to enhance the work of inferior departments, how to set a structure of high efficiency, and how to optimize the resources and how to keep the police uncorrupt are put forward at last.
