On Building Of The Mechanism Of Public Evaluaitng The Police Performance Of Our Country

With the further development of reformation of political system, the staff recruitment ofpolice system as well as its management adjustments has been gradually intensified. In recentyears, the implement of performance management upon police organizations has grown as thekey point in theory circle so as to make the management creative and scientific. For a sector,The performance reflects the achievement of every single staff and also the whole. As for thepublic security organs, which serves as a government sector, the evaluation of itsperformance involves not only just itself but also people’s vital interests, therefore, peopleshould play a role to supervise the evaluation.in the recent efforts to promote performancemanagement, the security organs have paid more and more attention on people’s participationand supervision and have explored many new methods such as interview door by door, publicevaluation and programs like My Favourite Policeman. Those activities which will allowpeople to value the policeman and their work and also consider people’s content and securityas the critical standards, not only embodies the idea of people—oriented of security organsbut also offer experiences to promote public participate. However, this doesn’t mean publicevaluation has become a part of policeman performance estimation.so this paper intends tobuild a long-term system about performance conducted by public evaluation by referringrelevant home and abroad research, which will stabilize the idea public evaluation and itsadvanced experience.Then, this paper used the positivism research method, analyzed the public evaluation ofpolice practice at home and abroad, in foreign countries in Britain, for example, throughin-depth analysis of the British police performance evaluation framework ofsophistication.Come to the deficiencies of the public assessment of police performancemechanism in our country.Aiming at these deficiencies, the last part of the article putsforward our efforts to build the public evaluation of the police performance mechanismrequired to make: to create a favorable social environment for this mechanism,which includespolitical culture and civic culture environment; improve the system security,which includesInformation disclosure system and accelerating the legislative process;improve the proceduresof the public evaluation,make the procedures of every stage which include the preparationstage,the carrying out stage and the results using stage more scientific.
