A Study On Administration Asking Responsibility System

In the practical public management, with the increasing of the complexity of public affairs, the administration action lacking the idea of governing for the benefit of the people always leads to the abuse of public power. Thus, the supervising of administration power and the implement of the ask-responsibility system of administration are very essential. The implement of the ask-responsibility system of administration changes the situation that only the law liability is went behind under the traditional political cultures. It makes administrative officials take the moral and political responsibilities even if no violation of law or direct wrong doings. It perfects the system of responsibility-running for administrative officials.The ask-responsibility system in China is analyzed with the methods of normative analysis, document analysis. The paper makes an analysis of the concept of it and all sorts of questions and contradictions that exist during its construction. On the basis of taking ask-responsibility system of other countries and regions as references, I try to find the reason of the questions and the methods to perfect it.The first part of the paper defines the basic concept of ask-responsibility, ask-responsibility system and ask-responsibility system of administration, sums up the significance of the implement of ask-responsibility system in China, makes a simple introduction of the research methods and ways of the paper. The second part introduces the origin and development of ask-responsibility system in China from the views of its theory foundation, law foundation and policy foundation. The third part makes an analysis of the practical situations of the construction of the system in China, which indicates series of problems and contradicts such as the simplification of ask-responsibility subject, the illegibility of ask-responsibility object and confusion of ask-responsibility procedure, etc. Causes of these problems are also analyzed. The fourth part introduces the ask-responsibility system in western countries and Hong Kong and analyses their enlightenment. The last part explores the perfection of ask-responsibility in China. Measures are offered from the views of construction of law system, cultivation of the environment of ask-responsibility and improvement of the ability of civil servant.
