Analysis And Research On Several Problems Of Traffic Management Planning In Jinan

As the course of modernization and urbanization is more and more faster and theurban traffic demand increases rapidly, the problem of urban traffic becomes more andmore serious. To solve this problem, people used to pin his hope on the construction ofurban roads and transportation infrastructure so as to make the urban transportationplanning theory mature. But the problem is not solved. People becomes to realize that itcan't be solved if we merely rely on the roads construction. Management andConstruction are important in the same way. And it seems to be more efficient thatmodern traffic management solves the traffic problem after the traffic network comesinto being. So people begin to put emphases on the traffic management. But the formerurban transportation planning theory is about infrastructure construction substantiallyand is not suitable for the traffic management. So it is short of theoretic guidance andscientific decision supporting when the urban traffic management department tries todeal with the problem. There is eyeless management in the traffic management. Theeffect of traffic management is not distinct or even negative. In this dissertation, theauthor tried to help the government map out traffic management planning which isconsistent with itself and forward looking, on the basis of analysis and research oftraffic management planning in city Jinan. So that we can dominate the supply anddemand contradict which is increasingly serious and offer a good traffic environment tothe well-balanced and high-speed economic development of Jinan.Chapters of the dissertation are arranged as follows: In chapter 1, the urban traffic management planning is described briefly. Thedefinition of the traffic management planning, its function and principle in solvingurban traffic problems, research content and method are discussed. The trafficmanagement planning is divided into two parts in research, strategic planning andspecific planning. The characteristics of this chapter is the utilization of diagrams inresearch work.In chapter 2, the strategic planning of traffic management in Jinan is researched.By giving an example of the strategic research of urban traffic development in Jinan, thesticking point of urban traffic has been introduced, the challenge and opportunity facedby urban traffic have been analyzed. As a result, the development goal and strategy ofurban traffic and the technical route in strategic planning research of traffic managementare put forward.In chapter 3, some of the special plannings of traffic management in Jinan arepresented. According to the actual condition of Jinan, through data in plenty, fouraspects are analyzed, including the trip modes, motorcycle, private car and static trafficmanagement. The increasing of cars is predicted by using the method of exponentialsmoothing.In chapter 4, the integration and expectation of urban traffic management planningis analyzed. From the view of traffic management, the establishment of countermeasurein sustainable urban traffic system is outlined.The main innovation points of this dissertation lie in the four aspects as follows: Realizing the efficient utilization of resources through strengthening the means ofmanagement and regulation, implementing the traffic system management and trafficdemand management;? Using exponential smoothing to make mathematical model and predicting of carsincreasing in Jinan city;? A new point of view: "the traffic of critical section is as impossible as that of corearea and should be the emphasis of traffic management";? A new point of view: "the traffic management programming should transformfrom 'vehicle first' to 'people first' so as to realize longterm traffic managementactually".
