The Research On Government Crisis Management

The paroxysmal crisis event is a universal question encountered by every country all over the world. Its enormous destructiveness, high propagation velocity, wide scope and difficulties in forecast and the control have become big challenges to the governments' public government in various countries. Government crisis management can comprehensively reflect and appraise a government's management ability and potency, act as an important aspect to measure the ability of government management, especially manifest the ruling ability of a country's policy-making organ and its leader. The formation a country's crisis management mechanism and development often have close correlation to its political system, historical national condition and is influenced by the government operation process under its conventional condition.What the government faces are some emergencies which endanger the citizens' safety and the entire social value order under the situation of deficiency of enough time, information and resources. Its crisis management value orientation is to promote social justice and public interests;it mainly takes administrational and legal methods as dominant means, while the economical means as auxiliary;its management jurisdiction employs monopoly, and the utilization resources are public;the result of crisis management is output and improvement for community policy, or the repairs of social mobilization, ideology and authoritative controlling force;its scope involves the entire society or the entire country.Currently, the development of government crisis management in our country has three backgrounds. Firstly, our society is at the stage of high frequency of "the transient state" in the social development sequence spectrum. Secondly, as the government administration organizational reform speeds up, the public management has rapidly developed in our country. Thirdly, with the effect of joining WTO has gradually displayed, the economical trade and the pace for government administration to connect international ones has sped up. Therefore, taking the crisis management process as the basic point and based upon the principles of constructing a harmonious society as the goal, persist the nomocracy of the crisis management, unify the centralization and division of power and fully maneuver many aspects of our society's strength to participate in the government crisis management under the leadership of Central Party Committee, our country should unceasingly consummates the crisis management mechanism construction, enhance the government's ability in crisis management, establish a crisis management system which conforms to the national condition and promotes the structure optimization of our country's public government.This paper altogether is divided into five parts:Introduction is the first part. This part proposes the research object of this article, elaborates the elementary theory frame, the research tracks and the its approaches,summarizes the great significance of researching government crisis management, and summarizes present situation regarding this issue at home and abroad.The second part carries on the limits to the related crisis management concept, including crisis, crisis management, government crisis management, and elaborates the characteristic, significance, principles and mechanism of government crisis management.The third part mainly involves the function analysis of government crisis management. It first summarizes some common points of the function of government crisis management through a comparison approach, and draws the conclusion that the formation a country's crisis management mechanism and development often have close correlation to its political system, historical national condition and is influenced by the government operation process under its conventional condition. Then some common experience of overseas government crisis management is elaborated. Finally, it discusses the influences on the development of our country crisis management brought by our government convention operation process.The fourth part has emphasized the situation and the existing problems within our country's present government crisis management.The fifth part proposed some countermeasures on our country's government crisis management.The concluding part briefly summarizes the viewpoints indicated within this paper.
