The economy needs development, the society needs improvement, thepersonnel are significant. Whoever owns and maintains a large scale andhigh-qualified personnel troop can succeeds in complete. The civil servant is thematerial assumption of the government capability, and is the material executive of theadministration and institute reform. They is the power force of the party and wholenation career,and play the role of decision-making, direction, organization ,servicecorrespondence. The civil servants' ability is the core that the governmentdepartment constructs the civil servant troop legitimately, and is the necessaryrequirements of strengthening the party's administrative capability constructions.It is also the necessary of requirements promoting political civil constructs, andis one of the fundamental condition of improving the administrative managementefficiency.However, currently the civil servants' ability construction still lies insome dissatisfied aspects and trouble questions, which affect the administrativecapability and management level that can further be improved. So,the author carried two fields survey of the civil servant troop situation in the city ofLinyi in Shangdong. From the present question of this city civil servants' constructionpractice and case analysis, the author put forward some measures and advice ofthe civil servant capability construction, and expect that the essay can provide somereference of our country civil servant capability construct.The theme mainly adopted document analysis , investigation , statisticalanalysis,interview records,case analysis, and also added some charts and tables andinterpretations. The theme may be divided into five parts , the first part waspreface, in this part ,some reasons and the significance and the research modeswere introduced. In the second part, the concerned theories were introducedand anglicized the current-level both in China and abroad .In the third part ,thecurrent condition of the construction of the civil servants' ability in Linyi weredeliberately explained, and also explored the reasons induced the problems . Theforth part was the most import part of the article, it provided severalsuggestions and invented the mode of building ability of civil servant. Inthe last part, the author summarized the whole article and believed that theconstruction of the civil servants' ability was a systematic project, thus weshould put the ways and suggestions together , and hoped that the article may be ofsome avail in the construction of the civil servants' of the whole country.
