China's Multilateral Diplomacy After The Cold War

After the Cold War, Multilateral diplomacy has become one of the prominentcharacteristics of the international relations, it is also the vital component of China'sindependent foreign policy of peace. Comprehensive researches that the domestic andoversea scholars engaged in multilateral diplomacy have made great academicachievements. On the basis of these research results, I systematically explore thecourse, contents, characteristics and significance of China's multilateral diplomacyafter the Cold War, and propose some suggestions about how to further improve ourpolicy of multilateral diplomacy, combining the theory of the international multilateraldiplomacy and the development of its practice. This thesis is divided into four parts.The first part is the outline of the international multilateral diplomacy. This partexplains the concept and features of multilateral diplomacy, expounds the relationshipbetween multilateral diplomacy and multilateralism, inspects the origin and evolutionof multilateral diplomacy, and then intensely investigates the development of theinternational multilateral diplomacy after the Cold War according to the historical clue.As to the concept of multilateral diplomacy, the academic field has mainly three kindsof viewpoints. After briefly evaluating these kinds of views, I think that multilateraldiplomacy is a from of international cooperation and coordination ,conducted by 3 ormore international relations actors (including state-actors and non-state actors)bymedium of building up international organizations , concluding international treatiesor holding international organizations, etc. Multilateral diplomacy's characteristicssuch as clarity, fairness and consistency making it become a cooperative diplomaticways and playing positive roles in strengthening international exchange and dialogue,promoting international cooperation, making international actor's expectationconvergent,etc.The international multilateral diplomacy after the Cold War is theconcrete embodiment of the international structure multipolarity, world economicglobalization and global problems internationalization in the field of diplomacy. It isthe diplomatic means that various countries need adopt and improve constantly inorder to meet the new international situation .Multilateral diplomacy not only showsthat multilateral meetings and agendas increase day by day, internationalorganizations expand constantly, but also forms multilateralism aimed at peace,cooperation, coexisting in the process of multifarious countries' multilateraldiplomacy activities, which have great significance to current development of theinternational relations.The second part elucidates and analyzes the guideline and important thought ofChina's multilateral diplomacy after the Cold War. After Reform and Opening up,facing to the complicated international environment, China pursues the independentdiplomatic policy of peace. This policy regards independence as the basic position,takes building peaceful and steady international and surrounding environment for ourcountry' modernization construction as our main task, treats maintaining world peaceand promoting common development as the purpose and develops friendlycooperation with all countries on the basis of Five Principles of Peaceful Coexistence.It is the guideline of proceeding voluntarily multilateral diplomacy activities after theCold War. As the important component of Chinese diplomacy in the new period,China's multilateral diplomacy is the important representation and prominentcharacteristics of independent foreign policy of peace. It has suited the internationalsituation and the needs of domestic development after the Cold War and becomecentral diplomatic channel of maintaining our national benefit, promotinginternational cooperation, dispelling "China Threat" and effectively improving ourinternational image. During the process of actively participating in internationalmultilateral diplomacy, China's international role has changed greatly: from a bigcountry outside international system into actively attending international affairs,safeguarding international social stability as well as having great influence on territoryand world affairs;from the opponent, onlooker into initiative participant and builderof the international system;from the target despised by the international communityinto the object that is valued as well as is relied. The strategy of China's multilateraldiplomacy has turned into more and more initiative.The third part describes the contents and characteristics of China's multilateraldiplomacy after the Cold War. The contents of China's multilateral diplomacy afterthe Cold War mainly include as following: Firstly, China energetically participates invarious international organization' multilateral activities taking the United Nations asthe core, persisting in our country' multilateral diplomacy position. Secondly, Chinaconstantly improves the relations with the developed countries, making great effortsto increase mutual coordination and beneficial cooperation. Thirdly, China widelydevelops multilateral cooperation with surrounding countries in the fields of politics,economy, security, ect, strengthening cohesiveness of Asia especially east Asia.Fourthly, China continues to intensifying solidify and cooperation with the developingcountries, setting up effective multilateral consultation and cooperative mechanism.These activities have formed new situations of multilateral contacts withomni-directional, stereoscopic, diversified features. The characteristics of China'smultilateral diplomacy after the Cold War comprise as following: extensive domain,diverse ways;China regards setting up the new international order as the goal, takesparticipating in the international institutional construction as focal point;regardspeace, development and cooperation as the purpose and insists on principles as well asflexible tactics. Multilateral diplomacy has promoted the realization of the goal of ourcountry's diplomacy and displayed the big country's demeanor.The fourth part proposes some suggestions about how to further improve ourmultilateral foreign policy. First of all, we should fairly treat the importantsignificance of the multilateral diplomacy, including changing the attitude to themultilateral diplomacy, practicing multilateral diplomacy positively, using multilateraldiplomacy to serve ourselves to the maximum extent;strengthening the study on thetheory of multilateral diplomacy, training high-quality multilateral diplomacy talents,offering the intellectual support for scientification of the multilateral foreign policy;paying attention to economy diplomacy, focusing on the task of the economicconstruction, regarding the final multilateral diplomacy's goal as enriching the peopleand strengthening the country. Secondly, we must deal well with the relationshipbetween" conceals its intentions"and"taking its potential responsibility", combineorganically keeping the modest and prudent diplomatic style and establishing theinternational image of "responsible big country" and applicate flexiblely. Moreover,we must be good at using various contradictions and attach importance attention to"the artful strength", seek and develop the new multilateral diplomatic channel.Multilateral diplomacy is the important breach that need improve foreign policy underexisting international circumstance, it's also the necessary ways that realize andexpand national strategic interests.
