The Analysis On The Development And Improvement Of Government Accountability In China

The government accountability is a system that investigated the responsibility that the government should bear. It can be divided into coessential accountability and variant accountability according to the different subject. The main targets are the central and local governmental departments and the civil servants at all levels. The government accountability includes political responsibility, administrative responsibility, legal liability and moral responsibility. It varies in the ways and targets according to different responsibilities. The aim of government accountability is to prevent the public power from being abused. Setting up government accountability may have great impact on standardizing the governmental behavior, founding responsible government; advancing social democratic politics build and even construct socialist harmonious society. But until now there is still a long way to go in government accountability improving, mainly shown in the following aspects: relevant legal provisions are not completed, the lines among administrative power subjects is still unclear. The main reasons for these problems lies in the government not developing complete responsibility, relevant systems being in short supply, the intensity of making government affairs public is low and the citizens political participation is low.
