Study On Modern Service Government Construction From The Perspective Of Political System Reform

The Sixteenth National Congress of the Communist Party has put forward the target and task of the political system reform at the height of comprehensively constructing a well-off society. It asks for the improvement of governmental functions in economical adjustment, market supervision, social administration and public service. Therefore, an administrative management system, with standard actions, harmonious operation, impartial and transparent qualities as well as honest and efficient qualities, will be consequently formed. So the construction of service government is not only the unavoidable request of socialistic market economy, but also the choice of practice of political system reform. From the aspects of politics, ethics and administration, this thesis analyses the theoretical foundation and economic root of the service government. Combined with the current national conditions of China, this thesis aims to discuss how to construct the public service system and model with Chinese characteristics.This paper is divided into 6 parts. The first part regards "the construction of service government" as the breakthrough point of deepening political system reform. The second part analyses the intension of service government from Marxism, Chinese ancient philosophy and the theory of western public administration, and elaborates theoretical foundation of the service government. The third part analyses the historical unavoidability of the construction of service government in China from the perspectives of politics, ethics, economy, governmental function and public service standard. In the forth part, this thesis defines basic characteristics of the service of government, and points out that one of the most important characteristics of service government is to weigh administration functions equally as service functions. As the central part of this thesis, the fifth part gives many helpful suggestions about how to build up the public service system and model from following perspectives: organizing personnel reform, making scientific administration policies, enhancing evaluation of performance, and improving the system of supervision and restraint. Finally this thesis explains how to construct service government under the background of having scientific view of development and constructing a harmonious society.
