Citizens' Participation Study In Formulating Of Public Policy Under Internet Environment

Nowadays, justness and democracy have become a hot topic with the quick development of economic globalization. More and more citizens involve themselves in the formulating of government's public policy. By doing this, on one hand, it can display citizens' will in government's public policy and management activities, on the other hand, it can legitimize the formulating of policies to make sure that management system of government can work effectively. As for developing countries, citizens' participation is especially important, because it is one of the marks of their political development level and also their motive force of continuous democratization.The degree of Chinese citizens involving themselves in government management and formulating of policy has developed and improved greatly. However there are still some problem that restrict the participation level to develop further. The vigorous developing internet has influenced almost every aspect of Chinese society and citizens' participation is no exception. The sense and ability of participation, main structure and ways of participation have been influenced unprecedentedly. The development of internet is helpful for the Chinese citizens to participate in formulating of policies, but it can also bring some negative influence to the development of the latter.
