Discussion Of The Control On The Administrative Corruption In Chinese Society Transition

Administrative corruption is a problem that is widely paid close attention to by the whole world nowadays. It is a cancer cell existing in the country and society, and a destructive element in the democratic body of a legal nation. Administrative corruption mainly means that when exercising their administrative functions and powers, administrative agencies or government functionaries, abuse such powers in order to meet their own part or personal gain. It is a dissimilation and runaway phenomenon in the process of exercising administrative functions and powers.China is in society transition since the late seventieth of last century, and as far as Chinese administrative corruption is concerned, it became more and more serious since the middle of ninetieth. Administrative corruption not only destroys the economy of China and leads to serious society pollution but also challenges the legality of the government. If not reasonably controlled, it shall ruin the smoothy construction of China harmonious society. This article, basing on the economic system, political system and legislature system, and from seven aspects, studies and explores the reasons of administrative corruption existing in China and puts forward the relevant controlling way, including: firstly, perfecting market economy system and speeding the transitin of government function. Secondly, emphasizing government transparency and pursuing open administration system. Thirdly, strengthening the administration on powers and establishing a reasonable division of authority machanism. Fourthly, introducing competition machanism and promoting the cadre personnel system reasonable. Fifthly, strengthening legislation and advancing the legality of building an honest and clean government. Sixth, establishing a reasonable benefit machanism and adding the inner driving of controlling administrative corruption. Analysing the control on the administrative corruption in Chinese society transition from these seven aspects, it is concluded that changing the way of solving corruption from punishment to system design can not only urge the Party and government agencies and their functionaries to exercise powers in an honest and clean way and serve the people wholeheartedly, consolidating the base of the mass and in power, but also provides the practical significance in the situation where the administrative corruption is strongly punished in practice and the construction of China's exercising powers in an honest and clean way and socialist spiritual civilization is promoted.
