General Supervision policy of former Soviet Union Prosecution Office has its uniquecharacteristics among the judicature of U. S. S. R; it is also one of the noticeable differencesbetween former Soviet Union judicial system and British/American common law system aswell as our own system. General Supervision was first introduced during the period of Peterthe Great, and was established and recognized after the Great October Socialist Revolutionled by Vladimir Lenin. The policy was further developed in 1936 when former SovietUnion common law was formerly established, and was gradually completed after the 1950s.Due to various causes in politics, economy, military and foreign policy, as well ascertain flaws in its judicial system, former Soviet Union was dissolved; nevertheless, weshould not completely ignore the extraordinary advantage General Supervision has inuniting and maintaining one country's legal system.During the 1950s, China had tried to implement the General Supervision policy while establishing its legal and prosecutorial systems; however, the implementation wasterminated due to various historical reasons. According to the writer, comparingto the situations during the 1950s, today's conditions in both theory and practice toimplement General Supervision are ready, and this policy reflects the fundamentals of ourcurrent political system as well as the traditions. This thesis presents the historicaldevelopment and the basics of General Supervision policy, the essentialness andpracticability of implementing this policy, and a preliminary proposal regarding the detailedissues associated with the implementation.
