The thesis, which makes of H county D village, points out that it is obvious that the town governments, leaders in the countries, the elites in the countries and the common villages make the greater effect in the course of development of the politics game of different levels than others, who have different influence onthe different conditions and different stages, which leads to the different results of the politics game. At D village, there are also the town governments, leaders in the countries, the elites in the countries and the common villages who make the main influence on the system innovation and its results, which is the same as the other villages. The different point is that the town governments and the leader of villagers stand the same side very much, namely, it is dim that the power competes between village and the town. It obviously makes the key effect on the autonomy of D villagers in the course of the politics game that there are the relations between the elites in the villages (the Party director in the village and the village leader), the elites in the village and the common villagers, the elites and the non-elites in the village. At the promotion of the complicated politics game, the Two-Ballot System of D village brings out and is well known to all over the country. The Two-Ballot System is a good system but it can not be practiced in the D village so as to the deficiency of system and failure of democracy, which leads to innovate the system again that is to request out-of-villager who must be the able man for the leader of villagers. So, why brings out the system innovation in the village whose population is only more than 300? What relationship between the politics system and the system innovation of the village? Though analysis on the phenomena, the thesis thinks that the mass villagers is the creators of the system innovation which is promoted by the politics game whose impetus comes from people's running after benefit in addition to the direct relationship with the history and culture of the village, in which the local government plays the key role. We know that there are flaws in the innovated system the same as the thing in the world that is imperfect, in which there are many problems to be solved. Of course, China is the characteristic non-equilibrium country because of which there are the different conditions in the different areas. So the research was imprinted by the characters of different areas. The thesis attempts to explain these problems by the conclusion that was achieved by means of making D Village of H County as the research model.
