It is the unique way to convert the public policy target into actuality, and it is the important part of the government administration. However, now it not only can not get the value that should have, but also the theories research level falls behind the West's. It is short of disciplinarian research of the implementation process from the mechanism level, and it is far from effective implementation of the public policy in China. So we must absorb western advanced theories and methods of the policy implementation well , establish in China's special conditions, construct the effective implementation mechanism of the public policy, and solve the deep contradiction which baffles science development from the system .These have important theories and realistic meanings to future development in China.So, based on comprehending the content and running aim of effective implementation mechanism of public policy scientifically, this text discusses the necessary of construct a new effective implementation mechanism of public policy.
