Several items of Public servant management in newly published Public Servant Law was adjusted.One of the noticeable point was that the provition of position appointment was added . In accordance with these articles , state organs could institute appointment system in highly specialized position and subsidiary position based on working require , authorized by public servant competent department of provincial level and higher . The public servant appointment ought to conduct within the limitation authorized size and wage funds , and was managed by public servant management and appointment contract.It was means that , the publishment of Public Servant Law provide legal and regulational protection for appointment system which was flexible and effective in assigning public servant . The government worker appeared under appointment system to a certain degree was government employee at present .As a marketing employing mode , government employee system introducted competition system to personal administration , which was contribute to personnel system reformation and stimulate enthusiasm,initiative,creativity of the public servant in a degree . But some emerged problems couldn't be ignored . Deeply analysis was made in trial opportunity,regulation and social circumstance of newly employing mode in XinJiang Uygur Autonomous Region in this article .
