China's Civil Service System Innovation In The Administrative Vision Of Ecology

Our civil servant system had been implemented for over 10 years since The National Civil Servant Temporary Ordinance was put into practice in 1993. We have got prominent achievements in it by the way of the continual reform, it's proved that the frame of civil servant system with Chinese characteristics has been basically formed for its suiting for our special environment of public administration. Meanwhile, we should note that there are still some shortcomings in it being restricted by our special political, economical and cultural environments. So it's indispensable for us to innovate it further. As the key western developed nations transited from industrialization societies to post-industrialization societies during the latter period of 20 century, the shortcomings of Weber's bureaucracy and traditional civil servant system were witnessed distinctly for its failure to meet the need of public administration in globalization era. So there were numerous reforms happened in the governments and civil servant institutions in western nations since the end of 1970's and beginning of 1980's. In the meantime, we also began to innovate our civil servant system. It's necessary for us to seek after the methods with Chinese characteristic to innovate our civil servant system because there are significant differences in the national conditions between westerns and us. But ,up to now, It's a pity that there are no researches on this topic in our academia. It's of theoretic and practicalimportance for the author to use the theory and method of ecology of public administration to analyze reasons of innovation, characteristics and elements of ecology of public administration of innovation, route and content of innovation, practice and experience of innovation as well as the foreground of innovation of our civil servant system in the view of ecology of public administration respectively hoping for assisting in perfecting our civil servant system.
