The examination-employment is an important part of the system of civil servant. It's the entrance to become a civil servant. Whether the government can employ the person who is suit for the station largely depend on the employment. The principle, procedure and ways of Civil Servants Recruiting are of exemplary and instructional significance on the construction, stabilization, development and innovation of civil service system. The perfect,scientific and rational examination system will select the excellent people to work for the government,and raise the working-efficiency. Otherwise,it will have more candidates than work available,and low working-efficiency. Therefore,improve the examination-employment system has a great effect on the whole system of civil servant. It has been for 16 years since the examination employment system established in 1994.UP to now it has achieved a great progress: all over the country has carried out the employment system and set a principle that is"who want to be a civil servant,pass the examination first". Also,it has employed a number of excellent person; improved the system of the Administration,speeded up the reform of the personnel system. But it also has some defects for later beginning but fast developing.This paper is based on explaining the basic notions of the employment system,has the eyes on the present in practice,to find out the defects of the system in practice,then put forward some proposals on how to improve the examination. It includes six parts. In the first part,it introduced the background and the importance of choosing this issue,the present study, methods of researching and the content of this paper. The second is about the notion of examination system. Partâ…¢,it introduce the developing countries'examination-employment system of civil servant, and analyses the same and different to our country's. In the forth, it stated the present situation of the system,and put out the defects in practice. According to the statement above,the paper puts forward some proposals on how to perfect the examination-employment in the fifth part. And the last part is the summary.In summary, through the explanation in the full text, we need to recognize that perfecting the national civil service examination system is still a long way to go, lots of problems still need solving and lots of aspect are involved. I really hope that through my study in this paper, some of my suggestions and opinions for reforming management system could be considered.
