On The Client-Agent Relation Of Community Administration In China

In the period of planned economy, unit is the bearing center of main urban population in China, whereas community organization is only a supplement of unit constitution, supplying persons without unit with a little community service. Accompanied by economic reform, units begin to wield enterprise and ex- system economic organizations teem followed by intensified city fluidity. All these factors cause the state can't regulate these ex- system groups by conventional unit constitutions any more. Accordingly, the state gradually diverts its visual angle to community construction which has intimate relation with confluence.Form 1990's of the twentieth century, people began to discuss which model is the best way to manage urban community. So to solve the problem of each main body in community governing and settle their relation is foundation stone for us to searching the fit modal of community governing. This paper try to introduce the Client-Agent theory used in economics , to analyst community governing with the angle of view, thereby to study the open question of community governing.In the first part of the paper tells the background and the method of research. The second part focuses on the conception of community, Urban community and Governance theory. In the third part introduce the Client-Agent theory and analyze the Client-Agent structure in community governance; In the last part of this article take Jinan as example, take an empirical analysis to analyst the problems and causes in community governing of Jinan, raise a new mechanism to built up rational stimulate and constraint and resolve the commission question in community governing.
