| The government of Suzhou points out in Suggestions on Drafting the 11th Five-Year Program for National Economy and Social Development that during this period, Suzhou will set up a manufacturing industry base depending on the high and new technology industry to further its competitive superiority. In building the modern manufacturing industry base, the technicians are playing a key role in the process of transforming scientific research achievement into practical productive forces, so they creating a necessary part of the whole businesses'value. Following the rise of Suzhou Industry Park and Suzhou High & New Technology Industry Area, foreign capital enterprises crowded into this city, which brings about an increasing need for technicians. However, contrast to the great developing need of Suzhou's economic society, this city is seriously short of technicians, especially young ones with high rank.According to the enquiry into Suzhou's young technicians'academic degree obtained, technical title, income, living standard, vocation distribution, training and development, this article tries to generalize the common problems and analyze the root causes, and then provide theoretical and practical basis for the government of Suzhou for formulating policy on technicians. The survey and analysis show that young technicians in Suzhou are not enough and they have got low income, huge strain, irregular training system, high mobility, instability and so on, which are heavily affecting social economy and the development of businesses.Therefore, the government is accelerating the training of a number of young skilled workers with special skills, specific knowledge or combined abilities in order to bring up a group of technicians of talent with reasonable distribution of high and middle ranked technicians, and thus contribute to the economical society of Suzhou.
