| The traditional model of the relationship between public administration organization and society is being changed by both information and globalization which press for the public administration organization to undertake administrative innovations. The key for the public administration organization, to adapt the new environment and meet the new challenges brought about this change lies in the fact that whether it can be transformed into the innovative one and interact healthily with and respond effectively to the administrative ecological environment. The first and most important step in building innovative public administration organization is the innovative ability construction of the management team.This thesis consists of four chapters. The first chapter is introduction, which briefly introduces the background of choosing the topic and its significance, and proposes the basic and contents of this study based on the status quo of study home and abroad. Chapter two analyzes the motive and necessity of constructing the innovative abilities of the management team of the public administration organization on the basis of defining some basic concepts and theoretical foundations concerned with such innovative abilities. The third chapter probes into the various innovative abilities of the management team of the public administration organization, including the advantages and disadvantages, and analyzes the causes of these differences. The last chapter tries to find the approaches to the innovative ability construction of the management team of the public administration organization from such four aspects as forming ideas, establishing principle, system building and shaping atmosphere, by way of which the innovative ability of the management team of the public administration organization will reach their targets.The originality of this thesis is that the author puts forward the concept of the innovative ability of the management team of the public administration organizations for the first time in theory, explores approaches to its building, and takes initiatives in this ability construction. The methods employed in the study are the combination of theory and reality, real-example and normality, and historical and systematic perspectives.The topic chosen bears practical and pioneering attributes, which enriches the human resources building in theory but also provides in practice the theoretical guidance and support for the public administration organizational innovations in the increasingly fierce global competition. |
