In the future world, the winner in the world competition will be the nation which depends on not rich material source, but advanced thought, scientific technology and high-qualified talents. Our government faces the challenges in this competition.The economic development is the development of man and the accelerated accumulation of the human capital. Human capital is the main motive power of the economic development of China. If we want to possess more motive power and competitive advantage, we must qualify the officers of the government. So to improve the quality of the civil servants has been listed in the historical schedule, even it became more important than before. But in the past day, the civil servants training has been paid little attention, so it can't adapt to the challenges put forward by the government in the new era. This thesis tends to compare first the civil servant training between some western main developed countries and ours, analysis the main reason which is different from the two, at the same time, link to the cadre education training management practice which myself is engaged in, the different understandings about trains and the actual operation question in view of the present official which exists, with the utilization present age training new idea and the theory basis we will have scientific research on the overall development moves towards of our country civil servant training, the management system, reforming the training way, the establishing perfect evaluation system of training quality as well as the rule of training and so on, simultaneously proposed to strengthen the valid related measure of civil servant training.This thesis consists of four parts. Chapter 1:this part mainly introduces the related definitions, the sense, the purpose and the method and reviews the research background. Chapter 2: this part describes the history development, the management system, the training way,the training contents and quality evaluation of both the western developed countries and ours, and analyses comparatively. Chapter 3: it analyses the differences on civil servant training between the western developed countries and ours. Chapter 4:it introduces the related measure that can perfect the civil servant training system. Undoubtedly, I hope my research will be helpful and contributive to build our civil servant training system at present.
