Since the 1970s, the various Western countries have been stepping onto the road of governmental reform, and have gradually realized the transformation from regarding government as the centre to regarding the people's needs as the centre with the purpose of serving the public, improving the working efficiency, reducing the operation cost and establishing a humane, incorrupt and efficient government. But China's original regulating government is an obstacle to the economic development and is detached from the trend of times, therefore, it is urgent to convert the administrative ideas and set up a service-type government.The thesis contains three parts. Firstly, the author points out the external factors to establishing the service government through analysis of situational changes at home and abroad and the general background of the transformation of China's administrative pattern. China's government has long been emphasizing control and neglecting service. It puts political and economic life under control, completely ignoring the people's basic interests. Thus service government is called for. The western democratic theory, new public service theory and administrative law theory support it in every aspect. Additionally, it has characteristics of democracy, limitation, responsibility, government by law, and so on. The third part elaborates the way of transformation from regulating government to service one, and how to correctly deal with the relationship between control and service, set up new administrative ideas, and strengthen government's function of public service, which is marketablized, socialized and legalized. The key is to establish all systems concerned.
