To actively advance the development of public servants'career management is a result of opening administrative thought. It is meaningful to cultivate and bring up a group of modern public servants and improve administrative efficiency and governmental productivity. Especially in the fierce talent competition, to implement public servants'career management will help government effectively develop and reasonably use human resource, and at last win.Based on the Public Servants Legislation, this paper applies the theory of career management to the administration of public servants in order to find a career management pattern that fits for the actual situation of our country. Through using such methods as the analysis of documents, open questionnaire investigation, closed questionnaire investigation, structured specific interview etc, picking public servants from some county governments of Fijian province as investigation target, we got the following investigation results.â‘ A little phenomenon of career management can be found in county governments.â‘¡The most rooted reason for hindering career management is lacking of humanism culture in government.â‘¢Without macro-view and systemic design, all management functions are not connected coherently.â‘£Management functions, such as information management, performance- evaluation management, consultant management, training management, balance- management of work and family, phase management, etc, develop in a unbalanced way. There are many diseases with them, and illegal and formalism phenomenon exist in the whole process.According to the reality of public servants'career management, the following countermeasure can be sued:â‘ To build humanism culture in county government.â‘¡To connect all management functions in a coherent way.â‘¢To perfect each management function, including, taking different methods to manage different public servants according to their own age phrases; reinforcing the...
