As the resident agencies of the urban grass-roots government in our country, neighborhood offices have different functions and characteristics from towns level government. Neighborhood offices is the link between government and residents, it does not only undertake each work mission of the superior department, but also serve the high quality and demand from residents.Civil servants working in the neighborhood offices are the main body of there, who represent the image of the government need to perform the function of neighborhood offices and contact and server residents responsibly. Therefore, the working enthusiasm of civil servants working in the neighborhood offices is very important.Jin Pu New District which is setting up as the first national district of northeast China, undertakes the strategic target named as "one strategic highland, one growth pole, three zones and two centre. Jin Zhou New District is a vital component of Jin Pu New District, has heavy missions and tasks. At the beginning of planning and constructing the new district, to investigate current situation of motivation of civil servants working in neighborhood offices administered by Jin Zhou New District is helpful to perfect the incentive mechanism of civil servants and possesses significant theoretical and practical significance.Through some forms, such as questionnaire survey and interview, this paper understands different background of civil servants from different neighborhood offices administered by Ji n Zhou New District have different current situation of motivation and job satisfaction. The in vestigation and research finding show that job satisfaction of these civil servants who are satis fied with achievability of their job is in a general level, but they are not very satisfied with institution of sala, training, rewards, punishments and so on. The paper puts forward correspo nding solutions for the existing problems through investigating as soon as finding the problem s. According the actual development of the new district, supplying and perfecting the existing incentive mechanism can improve working efficiency and positivity, as well as working enth usiasm, of civil servants from neighborhood offices of Jin Zhou New district, then dedicating themselves for the big development of Jin Pu New District.
