The sub-district office is at the end of the five level structure of government management in our country.As the main force of promoting the construction and management of the grassroots unit,whether civil servants in the sub-district office can give full play to their own value and better perform their duties given by laws and regulations has a positive role in promoting the administrative efficiency of the grassroots government.Along with the continuous promotion of service-oriented government construction,the focus of urban management has shifted down.And the importance of sub-district offices in implementing territorial management responsibilities highlights day after day.However,the territorial management system has expanded the original scope in practice.As the most basic unit,the sub-district office is tired of dealing with simultaneous management and assessment from several superior functional departments,while people are scrambling to do advantageous things and shuffling disadvantageous things each other.In practice,there are some difficulties such as management vacuum,cross management and multi management.We should encourage civil servants in sub-district office to give full play to their own advantages,explore the internal potential fully and use appropriate incentive methods to serve the people better.This paper mainly uses several methods including case study,questionnaire survey,interview,analysis of induction and systematic research.Firstly,the paper grasps the current academic research on this issue through searching all kinds of literatures at home and abroad,mainly involving foreign incentive theories about people's basic needs,behaviors and motivations,as well as the historical background of the incentive mechanism for domestic civil servants,and various works,journalsand excellent papers.Secondly,the paper finds out the incentive status of civil servants in D sub-district office under the Territorial Management and get the basic situation of the respondents,their intuitive feelings about the working environment,the current incentive status and their expectations for improvement of the current work through contacting the competent department and designing the questionnaire.Thirdly,the paper understands their actual work process and the incentive effect that the respondents feel by communicating with them one by one.And it summarizes the existing problems to explore the countermeasures of incentive mechanism.This paper is based on the actual situation of incentive mechanism for civil servants in D sub-district office under the territorial management system and analyzes the existing problems and reasons in the current situation.Finally,combined with the actual situation of the territorial management system,this paper puts forward countermeasures and suggestions around the current situation of incentive mechanism of civil servants in the sub-district office,which promotes the grassroots government to perform its duties,resolve the difficulties of the territorial management of the sub-district office,and achieve the purpose of improving the administrative management.
