| The involuntary immigration refers to the large-scale population immigration for the reason of land acquisition, relocation and so on. It includes the loss property compensation, the personnel and the material subsidy and other essential economical resettlement measure, which improve or restore the immigrant's living standard.In our country, the large-scale involuntary resettlement had made the tremendous contribution for the national long term development, but they are compelled to migrate and causes their life to fall into the difficult position, in order to escape from poverty, merely depending upon the material support is far insufficient, therefore, they must take the human capital development as the most thorough and efficient ways. So how to choose the suitable way for the human capital development of involuntary immigrant is the key to help the immigrant to get rid of the difficult position. This dissertation takes the human capital theory as the instruction, in the analysis of present human capital of involuntary resettlement and necessary of development, I propose to combine the government, the enterprise and the training organization, enhancing the human capital level of the immigrant comprehensively. The article contains four parts, the first part of introduction; I pose the question, carry on the outline to the domestic and foreign human capital research condition, and explain the research goal and the mentality. The second part, I analyses the human capital present situation of involuntary resettlement in our country as well as the necessity of human capital development. The third part, according to the above analysis, I propose the practical feasible human capital development way choice from the fund gain, education training, government support and so on. The fourth part, with the aid of to shanxi reservoir resettlement in Wenzhou, I have the result of human capital development achievement of involuntary resettlement by objective material, interpretation of data.
