| Leading-post civil servant is the organizer, manager, decision-maker and the director at government all levels. The fact whether qualified leading-post civil servant can be elected not only has an influence on the efficiency of the government of all levels, but also the interests of its citizens and the development of every side. Moreover, it affects the process of fulfilling an overall well-being society. It is necessary to discuss the problem of leading-post civil servant's election, for there exists some drawbacks in electing leading-post civil servant. How to elect leading-post civil servant has already been regulated in"the Organic Law of the Local People's Congress and Local People's Governments of the People's Republic of China"and"the Regulation of the Party and Governments leaders'Appointment". . Based on the law and the regulation, this paper intends to conduct a further research in concrete selection requirements and procedures, at the same time it provides some personal views on the improvement of election rules. This paper contains three parts:The first part of this paper discusses the qualification of leading-post civil servant's election. It first analyses the necessities of the qualification in leading-post civil servant's election, and second, it analyses the qualification existing in the laws and regulations. Finally, this paper offers some personal points of view on how to identify the qualificationsThe second part of the paper covers the election of the candidates of leading-post civil servant. It mainly analyses democratic recommendation, nomination of candidates as well as determining candidates.The last part of the paper deals with the election of leading-post civil servant. Not only does the introduction of the candidates but also some problems existing in the process of differential election and vote are discussed in this section. Furthermore, it also makes some suggestions of how to improve some relative laws and regulations.
