After entering WTO, the financial service market of China would be opening to outside by stages as per instruction of agreement with WTO. So many transnational banks will come to China and run various businesses in a large scale. This is bound to greatly affect the structure of the banks' competition in our country, marketing order even the safety of finance. Meanwhile Chinese banks also promote global stratagem actively in order to merge into international financial system. This article mainly researches the key control principal and manner for transnational banks, consolidated supervision and makes corresponding suggestions on perfection of the relative Chinese regulations.In this article, we analyze the basic character and essential of consolidated supervision first. On this base, we make discuss on the different manners of consolidated supervision in native country and local country. Since the supervision should be under the regulation of WTO, when we control the transnational banks we should use the experience of other opening economy parties for reference. About the measures we should adjust it systematically and improve the rules, model, and method.To sum up, we should persevere in controlling the banks cautiously, and develop perfective means and rules of supervision to promote international controlling cooperation. In this article we also talk about the Basel Agreement, it is the outcome of global economic integration and the internationalization of economic risk. With the representative of the core principle of Basel Agreement and Basel New Capital Agreement, the agreements became an important international practice and we should benefit from these rules and regulations to perfect legislation of supervising the transnational banks.
