With the rapid development in economic and social area since the Reform and Opening, huge changes have taken place in production relations, industrial structures, social stratum and value senses in China. The gap between the rich and the poor is widened, social contradiction is more and more intense, social conflicts happened sometimes. Especially the disabled people, 6.34% of the whole population, mostly living a difficult life in poor families, have become a special part which needs the help and care from the government and society. Developing the disability cause vigorously, protecting the legal rights of the disabled people and provide assistances needed by the disabled people concerns not only the happiness of thousands families, but also the steady of the society. Therefore, China government has paid more and more importance into the disability cause in recent years, made many special policies, input huge funds and efforts into the disability cause. Great progresses have been gained through the effort of government departments and disabled federations all around the country.But with the deepening of market economic, the welfare organizations, which totally relied on the support of the country finance, have came into a hard circumstance. Welfare companies which can arrange jobs for the disabled people have also met big difficulties in the keen market competition; have no ability to provide central care and jobs for the disabled people. Therefore, most disabled people turned to their families, friends and communities to search for assistance. As a result, doing the disability work in communities and providing convenient and prompt community service have become more and more important. The disability cause entering communities has become inexorable trend of the development of disability cause in the future. But because this work is still at starting period, research in this area in China and abroad is still vacant, badly need the summarizing and distillation of the experiences in real works.So the paper firstly explained the concepts: "community", "disability cause entering communities" and "community work for the disabled people", then introduced the background, the necessity, the importance and the development conditions of disability cause entering communities. Afterwards, made concrete analysis to the real conditions of Jinan in the progress of entering communities, sum up the difficulties, explained the reasons, gave some innovate suggestions.
