Theory And Practice Studies On Government Process Reengineering In E_Government

The GPR(Government Process Reengineering) under EG(E_Government) environment is not only the significant stage of country informatization,but also the substantial progress of EG. The GPR begins with "Virtual Flattening" in government structure and then it gradually penetrate into the "Essential Flattenting" of government architecture. This is a brand-new approach to promoting the government reform. The resistance and cost of government reform is tremendously reduced.Furthermore,the feasibility of it can also be boosted.For the moment,only a few advanced cities carried out the GPR pilot project(for instance:the informatization of HaiDian District in Beijing).They have acquired desirable results and accumulate considerable beneficial experience. This cannot be separated positively from the local government leaders who keep paces with times and make decision without any regret.Above all,this article analyzes the new strenth impact which is brought from GPR under EG environment. It starts with the real connotation of government process,and then sets forth the fundamental meaning of GPR. It construes the disadvantages of government process in traditional administration system and bring forward some challenges to bureaucratic theory from 4 aspects,which are organization framework and objective,work process and demand orientation.Secondly,the article bring forth the fundamental thought and principle,practical handicap,route choice and implemental tactic. Along with the concrete case of HaiDian District,it put forth the approach "QLYZ" hackling the government process, as well as the means "CCLT" tackling the data.The former is to clean up the logical relations between business and the latter is to normalize the process tackling.Ultimately,the approach "CLYZ" is applied to a concrete GPR project in the bureau of quality supervision. This article focuses on the application study of WFPN(WorkFlow Petri_Net) to model and simulate the business process. The purpose is to boost the efficiency of government process,reduce the cycle time and save the cost,finally enhance the government operation.
