With the development of new public administration in recent years, many management tools applied in private sector have been applied to the public sector. Team-building, as a tool of organization's internal reformation, is being utilized more and more widely in public sector. Based on this, the present thesis aims at conducting a study on the team-building in China's public sector. Using for reference the construction's experiences in the private sector and taking into consideration the current situation of public sector's team-building in China, the thesis puts forward a tentative way of applying team-building to the public sector, in order to make some useful references for proper understanding and operating team-building. The present article consists of four parts:Part one: a brief introduction to the conception of"team"and the experiences of team-building in western countries. This part defines the definition of team, group and small group, summarizes and analyzes the methods of team-building.Part two: an analysis of the current situation in the public sector's team-building of China. This part states the present problems existing in the public sector's team-building, and analyzes the motive force and resistance being faced with, providing a sound foundation for the measures that will be elaborated in the next part.Part three: a tentative application of team-building in public sector. Firstly, this part puts forward an assumption of team-building in public sector, then retrospects the challenge it faces. Secondly, the part predicts and analyzes the important problems that may encounter when a new team is built, and proposes related measures from the perspectives of the leader, the whole organization, and the internal construction of team.Part four: a case study of team-building in China——academic team-building in China's university. This part explains the differences among academic team and other academic groups existing in the university, analyzes the factors that influence the academic team-building in university's management system at present, and proposes related measures for academic team-building.The present thesis is characterized by the attempt to advance normal construction procedures for the public sector that needs team-building. However, since the thesis puts forward only a preliminary assumption for team-building in public sector, it isunable to discuss the various factors affecting the team-building one by one. In addition, the assumption needs to be checked and improved in practice. It is hoped that there will be further research in the field.
