The Discussion And Analysis Of Governmental Crisis Management

The capability to deal with the public crisis is an important quota of evaluating the management level of a government. The government as a manager of the public affairs, a provider of public services, and a maker of the public policies, undertake the most essential responsibilities. Thereby, the perfecting and the development of governmental crisis management system in China has a long way to go. The thesis is made up of four parts:The first part: the comprehensive statement of crisis management. The part defines the involved conceptions of governmental crisis management, applies the substantial data to sum up the traits and the types of crisis, mainly states the six theory grounds.The second part: the crisis management between China and the west. The part introduces the thought traits and the status of theory development of crisis management between China and the west, probes into the models of governmental crisis management in America, Japan and Israeli, draws some experiences from them to perfect the crisis management model of China.The third part: the consummation of governmental crisis management of China .The part states the necessity and analyzes the existing problems of governmental crisis management of China, and explores the solving countermeasures, lists out the disadvantages from the system, the mechanism, and the institution, and makes some attempting analysis.The conclusion of the thesis is that crisis is a favourable turn. On one hand, we have already achieved something, on the other hand, we will have to go through harder test. So, we are more anxious of obtaining the perfecting and development of governmental crisis management system in China while we are constructing the harmonious society.The features of the thesis: on the basis of game theory and governance theory; using substantial method of analysis to sum up the serious crisis incidents of the past two years both in China and abroad, which can provide basic cases for the future study of crisis management.In view of the difficulties of the topic and the author's limited academic capability, the thesis only studies and explores the governmental crisis managementsystem preliminarily. Thereby, the concerned measures and suggestion putting forward have some incomplete and improper places, which is open to further study.
