A Study On China's Government Crisis Management

On the way approaching to development and happy life, even though had achieved well-developed society and economics, still, human beings could hardly shake off invasion of unexpected incidents. Nature disasters, terrorist attack and other contingencies are killing people's lives, destructing our achievement, and hindering social development. Facing to all crises provoked, governments are making efforts to improve its own country's Crisis Management Mechanism for the establishment of an applicable National Crisis Management System.Crisis Spread Management is one of the most essential parts in Governmental Crisis Management System. In the work of governmental crisis management, a good-working Crisis Spread Management could play a significant role in reflecting to unexpected incidents, for example: firstly, from the angle of public relationship, it would pretties up the picture of government and enhance its credibility, which is conducive to the progress of the work of the government and the country's stability and unity; secondly, to the aspect of administrative management work, it meet with the public requirement for the facts and maintains social stability; it support policy makers with sufficient intelligence; it harmonizes rescue works among various departments and classes; it helps with resource allocation in monitoring crisis salvage and gains media support home and abroad. With frequently happened public crisis incidents and public demand for governmental service function, nowadays, to establish and accomplish Governmental Crisis Information Communication Mechanism has become a hotspot.Based on its significance in social reality, the dissertation intend to review relevant theories and factual effect, summarized government experiences home and abroad in dealing with public crisis, and systematically stated principles, strategies and means of Crisis Communication Management. By analyzing existing communication problems to Chinese government in crisis management work, this dissertation also provide with a series of problem solving measures.At present in China, laws and legislations relevant to governmental crisis communication management are inadequate, thus our preliminary task is to improve relative legislation accomplishment. Meanwhile, in our governmental framework, there is a lack of departments in charge of crisis communication management, but those departments multiply governed and temporally gathered, which would definitely restrict their administrative strength and effect in practice. Therefore, government should reinforce organizational construction for governmental crisis communication management institution and should also be well-prepared for encountering to any contingencies by integrated laws and regulations.The government must take an initiative role in crisis communication work and interact with the public to establish a harmonious social atmosphere for crisis communication management. To be in detail, on one hand government have to improve government spokesmen and e-government systems, to set up hotlines, on the other hand, it has to play an advocacy role of local organizations to intensively communicate and connect to our people.To corporate with media and handle the relationship with mass media and other information carrier is also an essential element of crisis communication management. Media is an information communication channel as its social functions that: firstly, government would reasonably manage media coverage to disseminate information to the public; secondly, media is also a significant intermedium between government and justice through information collection to grasp social activity and public opinions. Moreover, media take a role of external supervision which is needed by both itself and the public. It ensures justice and legality of governmental action, enhances social effect of the government, and also plays as express platform for the public in special period. Our government should take all the media parties seriously to hold these information channels to support our crisis communication management.In times of crisis, the Government has to raise the importance of social rumor to strengthen the capacity of rumor control, which relates to smooth implementation of crisis communication management and a prerequisite for social stability. Rumor rose from the fear of the public, false media reports and also from domestic and foreign hostile forces in malicious attacks. Thus the government must take initiative role in release of information to increase the transparency of crisis, reduce the tension of the public; to give guidance and supervision to the media; also to improve its internal website monitoring, to prevent hostile forces and malicious attacks.The assessment of the government, as an essential part of crisis communication management system, is a summary of practical work experience. Government must establish and maintain archives management systems, network referral system, which further improves the management. At the same time, the Government should solicit the views of the public, to put specific management responsibility for the work of assessment and reward and punishment.Government crisis communication management is a systematic project that should pay due attention in all aspects. This dissertation has tried to raise comprehensive suggestions to improve China's government crisis communication management through theory research and analysis. It is expected that through academic research, the content of this dissertation serves the practice of government administrative works, and ultimately achieve the perfection of government crisis management capabilities, improve administrative efficiency.
