At the present time, development of our country is at new period of strategic opportunity. It is requested for development of times to deepen the reform of political system, establishing a socialist legal system country, establishing diligent and honest, efficient and quick, democratic and legal modern government. In the world of complicated political pattern and tricky political state, it is challenged for development of times that always keeping and maintaining the position of the Party's holding power, solidifying the Party's ruling foundation, enhancing the Party's governing ability. To gear to these requirements and face to these challenges, we need a high quality civil servants to sustain.Construction of high quality civil servants is indispensable to scientific modern civil servant system. Civil servant system is outcome of human social civilization development and "regular system" of in country ruling and government managing modernization process evolution, and it bear significant position and function on country political system. Civil Servants' Performance Evaluation System as the important part of Civil Servant system, aims on provide objective grounds for civil servant's rewards, punishment, training, promotion and wage adjustment through implementing comprehensive and impersonal assessment on civil servant's morality, capability, diligence, performance, honesty, and so on. Meanwhile, civil servants' assessment is foundation of government management for civil servants, important approach of recognizing and selecting talents and crucial measure of inspiring civil servants' initiation and activation. It is significant for enhancing civil official's quality and capability and improving administrative management efficiency to achieve government public ruling objective. Since implementing civil servants' assessment system from 1993, the system has promoted and practice for ten years more, gradually developing as a crucial management tool of civil servants' assessment system, and plays an irreplaceable role. However, consummation of this system must take a long way to go. At present civil servants' assessment system still very formal in content. As a result, assessment result is lack of authenticity, void, unilateral, evenunscientific, which will greatly reduce authority of civil servants' assessment and retard its inspiring effect.Therefore, improving civil servants' assessment system of China is not only looming ahead, but also full of research and reality meaning. It is objective demands of improving government public management level and serving capability, reality request of enforcing civil servants' construction and necessary requirement of consummating civil servants' assessment system. Based on these, this paper is from the civil servants' assessment view of "value tendency" researching on "civil servants' performance evaluation based on value system", bring forward some assumption for improving civil servants' assessment system, establishing our country's civil servants' assessment system based on value, also demonstrating countermeasure proposition for operating mechanism, implementing process and applying assessment result.
