| Ethics and morals are inevitably adulterated in the human administration activities.There are relations and differences between ethics and morals.Administrative ethics is the ethics in public administration domain ,and it has the characteristic of public, value, standard and systematic.Our country civil service regulations was established in the foundation of inheriting the merit of our country's traditional cadre personnel system profiting from the beneficial experience of western civil service regulations. After more than 10 years' development, the construction of our official administration ethics has obtained great achievement: The legal system has been set up in the official managment, the management becomes normative science; The official has the firm political direction; Set up the tenit to serve the people with all hearts; The idea of incorruptible and honorable has been known by all of the people. With the reform and openning up in China, some problems were exposed in the construction of officials' administrative ethics, the phenomenon of losing norm exists seriously in economy, politics, organization affairs and so on. Such phenomenon performance reasoned that the official have the conflicts in benefit, role and the authority as well as the change of mind which was caused by the front conflicts has harmed the government image and hindered the developpment of socialism.Not only China but also the western countries are puzzled by the problem of losing norms in the administration ethics.The western countries have taken a series of measures to solve this phenomenon, which can bring us some enlightenments:lawmaking legislated the administrative ethics institutionalized, establish administration ethics management institution and the supervising mechanism, in which restrict the occurrence of losing norms phenomenon.From ancient times, China was a country whih thinks much to the ethics moral that can be used in mordern times. We may profit from practice moral culture the thought, enhances official's own tutelage; The model etiquette and uses the thought, the official takes the lead legally the administration, makes model which changes existing habits and customs; Profits from people this thought, persisted is in power for people's values.In order to construct the Chinese characteristic official administration, besides assimilating the experience of western countries and the Chinese traditional thoughts, we must pay attention to set up the following ideas: the view of responsibility and honor for country, the view of administration in equlity and justice, correct utility view as well as democracy scientific legal system view and so on.For the sake of forming the official administration ethics system in Chinese characteristic,we must work hard at shaping the perfect administrative personality, strengthening the construction of administrative ethics standard, the construction of administrative organization ethics, strengthening the officials' administrative ethics surveillance mechanism, and advancing to open government and so on.In summary, we have analyzed the present situation in our country's official administrative ethics construction ,extracting the Chinese traditional and the western countries' experience in administrative ethics construction, we may draw the conclusion that:First, Our construction of official administration ethics must embark from of the national condition, inbibe from the essences in Chinese and foreign thoughts, unifies with our national condition, rebulids the officials' thought and the viewpoint, sets up the consciousness of responsibility,fairness, and democracy reliably, and improves own comprehensive quality unceasingly.Second, it plays the vital role in preventing the losing norms in officials' administrative ethics to strengthen the official behavior standards construction, the legislative work and the surveillance, to speed up the official property in to the open in particular, which is the expectation of this article.
