Household registration system is implemented in all the countries in a civil registration . system. It is a very basic measure of the government to carry out the registration and management. China's household registration system as a whole involves the vital interests of the people in China's social life; it is almost all the 1.3 billion Chinese people's fundamental rights are closely linked. The household registration system as a social system should serve the public convenience to the people. However, the existing household registration system is less social security connotations. With the continuous development of society, there are many congenital defects of the household registration system has exposed a growing number of drawbacks. In addition to define unfairly a national identity, the existing household registration system generating discrimination based on employment and the geographical areas. This is totally incompatible with the modern society.
