The transformation of political culture has very close connection with the relation between State and Society. In China, the relation between the State and Society has undergone a process from homogenization to separation. The homogeneous relation between the State and Society has determined the following characteristics of political culture: the power-based quality, equalitarianism, the dependence and obedience, the absence of political participation consciousness since the establishment of New China. Since reform and opening up, the state gradually separates from the Society, but the relation between the State and Society still is a state of out of balance: the social independence could not fully develop; at the same time, the State lacks the authority in some sense. The political culture of China is characterized with the weakness of the power-based idea, the improvement of individual independent consciousness, equality consciousness and participating consciousness. But the political culture of China still is traditional subjects-political culture.The improper state-society relation in China determined traditional subjects-political culture which gradually accumulates in the long time and poses an influence on the operation of society and politics of china. We should have sober understanding this fact and positively treat it. At the beginning of 21st century, we should construct a new type of relation between State and Society, the strong state and strong society, to set up a new common belief of responsibility consciousness, open consciousness and loyal consciousness. We should promote political culture with the characteristics of the rational political participation, independence autonomy and rational self-discipline. This is an inevitable trend in regard to the new value which reflects Chinese political culture in the course of society transformation.
