In US scholar Tae-Hwan and Edward A.Alson,opinion, Northeast Asia includes Japan,two Korea states belong to one nation,China and part neighbor area of Russia ,as well as sea between the coutries.majority scholars in the world hold this viewpoint.it has two characteristic,in the first,the number of countries is less,second,the relations between the countries is very complex.With end of Cold and the disintegration Soviet Union ,its important- ce is much obvious , Northeast Asia becomes the union spot of four powers. Embarks from geopolitics and keeping US ,world hegemony,US pays more attention to this area,what Clinton administration did toward Northeast Asia surpasses all his predecessor.He thought that North east Asia after Cold was not a second class area as well as Cold,important only when it could promote US global strategy .In fact Northeast Asia had became one of three strategy area.When Clinton Administrntion weighed national interest and the threats that US faced , importance of Northeast Asia wad situated the front row,is the strut spot of US global strategy.For the importance of Northeast Asia toward US ,Clinton administration very valued security and stability of this area, at the same time, emphasized that US would participate in area security issues .In 1994,USNational Security Strategy of Engagement and Enlargement pointed out:"In thinking about Asia ,we must remember that security is the first pillar of our new Pacific community. The United States is a Pacific nation. We have fought three wars there in this century. To deter regional aggression and secure our own interests,we will maintain an active military presence and it will serve as the foundation for America, ssecurity role in the region".In fact,Clinton administration again examined the security situation and nation interest that US in this area, stopped withdrawal plan of tr- oops started from Bush administration,and decided to maintain a forwa- rd deployment of 100,000 in Northeast Asia.In this time,on the one hand, US deepened forward deployment, another aspect,it adjusted two bilateral military allies,expanded their sphere of action,the flexibility of allies was enhanced.As for non-ally count- ries,except containment ,US more used method of strength demonstration to carry on strategy deterrence.US,s strategy toward this area changed from"Containment plus Deterrence"in Cold War to"Balance plus Deterren- ce"after Cold War.Because Clinton administration,s tenure in office began from initial period of the end of Cold War, fnished before 9·11,it was a important historic transitional time. Therefore, to analyse Clinton administration,ssecurity policy toward Northeast Asia would help us under the adjust- ment of US global strategy. Simutaneously, due to Northeadt Asia is the base of China security and one of the centers of national interest, thus ,it is must for us to grasp the tendency of US security policy in this Area correctly.In the process of concrete writing , this article used macroscopic method and microscopic method at the same time. At the macroscopic aspect, the security policy of Clinton administration was laid in the background that United States,s global strategy after Cold War, embark from its intention, try to study its security toward this area. At the microscopic aspect, authortry to analyse the different security policy toward Northeast Asian countries and seek its real goal. As for concrete writing, many method were used, for example, number analysis,deduction,logical inference,graph and so on, in brief, author hope that this article can stand all test.
