Studies On The Inner-Party Supervision Of The Chinese Communist Party

It is very important for the Communist Party of China being in the ruling position to strengthen the party's construction. Consolidating the inner- party supervision, as one of the great topics of party's construction, appears especially important in the new historical period. It is of great theoretical and practical significance for maintenance of the party's progressiveness, the comprehensive construction well-off society and the smooth implementation of "the 11th five-year plan"This article mainly launches the elaboration to the questions of the inner- party supervision from four aspects.The first part introduces general theory about the inner- party supervision, pointes out five basic characteristics of the inner- party supervision, puts forward the main principles of publicity, equality, mass and so on, which the inner- party supervision should follow, and analyzes the main functions of the supervision inside the party, elaborates the key objects and main contents of it.The second part reviews the Marxism thought on the inner- party supervision and the Soviet Union's practices. The article has respectively made the summary of Marx's, Engels' and Lenin's thought on the inner- party supervision, and briefly comments the evolution of the supervision system inside the Soviet Union's Communist Party and its enlightenment.The third part carries on the historical investigation and the present situation analysis of the Communist Party of China inner-party supervision. From the founding day on, the Communist Party of China has been carrying on the unremitting exploration to the supervision question inside the party and has attained stage achievement. Because of the factors of history ,economy, politics, thought culture and so on, the Communist Party of China inner-party supervision still has some prominent problems in the current: the party member self-supervision's consciousness lacks, the leadership system of the inner-party supervision agency is unscientific, the inner-party supervision system is imperfect, the inner-party supervision channel is not unimpeded, the emphasis of supervision is not prominent, the party member democratic rights cannot be fully safeguarded, the outside and inside supervision of the party is out of balance and so on .The fourth part: In view of the above the supervision problems inside the party, the article puts forward measures to improve the supervision inside CCP from seven aspects: closely revolving the party's central task and party's construction goal, emphasizing the democracy development inside the party and the legislative work, reforming and consummating the supervision procedure inside the party and the leader mechanism, perfecting every inner-party supervision concrete system, strengthening all the party member's inner-party supervision consciousness, explicitly grasping the emphases of the inner- party supervision, and dredging and broadening the inner-party supervision channels.
