Study On Design Of Management Process Of The Evaluation Of Performance Of Local Government Of China

In the "new public management" wave of promotion campaigns, Performance Evaluation of the government as an effective management tool has been widely used. Under the influence of this campaign China's local government performance evaluation in practical applications and theoretical research have achieved some progress, evaluation procedures are growing importance of highlighting. Only in a scientific and reasonable assurance processes, Chinese local government performance evaluation can be carried out in an orderly and efficient manner and to be objective and fair resultsChinese local government performance evaluation is a project. Its success requires a system, integrated control, a form of the overall details, including the various aspects, the various functions of the multi-dimensional tight control system. In this paper start from the concept of the process, on the basis of the integrated use of the management process and its design theories and techniques, preliminary explore to how design the process of the Chinese local government performance evaluation, its basic design steps and its management process to be understood as a system. With identification and analysis of these interrelated major work unit, explained the selection process ,process optimization and process consistency, sought to be with a certain universal guiding significance to the management process design methods. The local government performance evaluation of Gansu Province is made as an example to make a preliminary application to explore the practice.Hoped that the theoretical explanation and empirical research of the design process, contribute to the existing operating procedures for extraction and optimization, establish a set of standardized management processes of performance evaluation of local government, improve the efficiency of its work and the accuracy and objectivity of evaluation.
