A Study On Citizen's Participation During The Public Policy Making In The Reforming Time

Public policy is the authoritative assignment of the social value. Citizen's participation in the public policy making is helpful to make public policy scientifically and democratically, to ensure public interests and individual legitimate rights. In an era of changing, relations of interests tends to be adjusted and polarized greatly. In order to protect their interests, interest group has positive demands to participate public policy making. So the government should provide institutional access for citizens to participate policy making and integrate different interests. In this condition, it is necessary for us to research the mechanism of public policy making.The paper mainly analysis the present situation of citizen's participation in the process of policy making, and points out problems existed in the mechanism of public policy making and reasons which caused the problems.Solutions based on the using the experience of other countries for reference are given after a deep study as setting up correct decision-making idea, improving laws and regulations of Citizen's Participation, bettering mechanism of Citizen's participation and promoting electric political affairs system .
