| The present Official Vehicle-Using System is the result of traditional planned economy, characterized with a set management according to official establishment, official ownership, allowances for operation in many ways, and interior service. The system prescribes the users of official vehicles, the management of official vehicles, and the punishment for disobeying the rules. With the low-wage high-welfare distributing means, such a system can release the shortage of resources and funds, and therefore ensure a normal operation of offices. As time goes and condition changes, however, the system brings more disadvantages: transportation expenses increase and leave a heavier load on finance; vehicles are equipped beyond establishing standard or without permission; official vehicles are used with low efficiency and are often used for private purposes; relationship between leaders and common people is badly affected; development of car industry is held back; traffic jams in cities become more serious. As a result, the present Official Vehicle-Using System has to innovate right away. In the trend of reform, many patterns have appeared, such as currency reform, rental reform, reimbursement and strengthened management. Through analysis to the four patterns, currency reform is believed to be the definite way.From 2003 to 2005, Changshu, as an experimental region for currency reform in Suzhou Official Vehicle-Using System, started the currency reform in departments and offices of each level. This passage, taking Changshu reform for example, further analyses the currency reform.First, by analysing interest concerned with the reform, leaders and drivers are found to be opposers of the reform; The government, common civil servants and manufacturers supporters; and common people surveillants.Second, by using rational policy analysing mode to analyse the benefit and cost of the reform, the benefit brought about by the reform is larger than the cost, economically, politically, and socially.Third, there objectively exist some disadvantages in the reform: taxpayers have no say in the new system; allowance for transportation is provided according to administrative levels, which reserves the official rank based mark; surveillance is hard to carry out; private cars used by officials have some certain hidden insecurity; the reform is carried out incompletely. Therefore, the passage tries several suggestions to make up for the disadvantages mentioned above: use law as criterion for the reform; fix a standard allowance scientifically and reasonably; ensure incorruptible and diligent administration with instructive, institutional and surveillant measures; set up a safety guarantee system for official members; cancel related transitional measures.Finally, some successful experience can be concluded through the reform in Changshu: the principle of benefit and efficiency is applied; both national and personal interests are taken care of; researches and studies are given attention to. Besides, this passage introduces some practice in Changshu reform, and points out three aspects: adjust the reforming measures to local conditions; reasonably define range of official vehicle-using reform; gradually carry out the reform of administrative consuming system. |
