With the global economic and social development, human's need to handling public affairs and social problems diversifies. As the main function of government serving the society, public administration becomes the focus of governments all over the world. The public management ability is regarded as an integrant part influencing national synthesis competitive ability. In the recent decade, in order to reduce public management cost as well as to improve public management ability, the countries have started a new public management movement and unceasingly deepened the government reform. The public has accepted the concepts of"customer-oriented","cost-oriented"and"efficiency-oriented". On one hand, the public request the modern government to provide more and better services, on the other hand the government has to face the pressure of reducing both expenditures and administration cost. Enhancing the efficiency, ability and operation quality of the government and other public departments is a critical mission in the 21st century.As the traditional product quality gradually extends from product quality to project quality, service quality, management quality and administration quality, quality management have been used from industry corporations to service enterprises, go-between agencies and public organizations specially government departments. The performance evaluation which based on the microscopic quality management thus develops from enterprise's internal audit to supplier management as well as public organization administration. Government performance evaluation is a new management concept and effective approach to make the performance of the government departments better, so as to remold government, fulfill government responsibility, improve management ability, enhance efficiency and prettify image. Therefore, the innovation of government performance evaluation catches more and more attention in the relevant administration theory study and implementation. It is urgent to establish a comprehensive government performance evaluation system in China. A"performance-orientation"government performance management model is specially needed to carry out the scientific conception of development. The construction of China's government performance evaluation system should draw on the successful experience and absorb the essence of the Western theories meanwhile consider China's conditions in the initial stage of social market economy. The emphasis should be put on"human based","harmonious development"and"flexible system". Compared with the western countries, China's government performance evaluation starts late and stays still in the initial period. Although China has obtained some achievement in the theory and practice of the government performance evaluation, there are problems such as: the theory is not very perfect, the system is not very strict, the target is not clear, the index is not suitable, the implementing procedure is not very standard, the result feedback is not quick, the government exceeds its power and the acting body is monotonous, etc. From the view of quality management, and by the comparison of the practice of China's and western countries, the article uses modern public administration theory, public economics and performance quality management model to analyses the problems of China's current government performance evaluation practice and propose relevant solutions and suggestions. For instance, China could legalize, institutionalize and standardize the government performance evaluation by legislation, strengthen the management of the evaluation procedure and the transparency and feedback of the information, improve the index system, broaden the acting body of the evaluation, play the role of professional evaluation organizations, and encourage the involvement of the public, etc.
