The Optimization Of Emergency Plans In Guangzhou Port

In recent years, with rapid development of Guangzhou port, Guangzhou port is playing an increasingly important role in Guangzhou and southern China economic development. In 2014,the port cargo throughput had jumped over 500 million tons for the first time,which was the 5th in the global ranking. Guangzhou Port has great cooperation with more than 265 various types of port enterprises and seaborne trading more than 400 ports over 100 countries in worldwide. The risk of emergency in Guangzhou port is becoming more and more obvious, because of wide range shoreline, complex business types and large throughput of dangerous cargo etc., It is a significant issue of improving Guangzhou Port emergency system and emergency management.September 29, 2014, Guangzhou government issued the "Guangzhou Port Emergency Plan" improving blank session of Guangzhou port emergency management. However, Guangzhou port emergency system remains behind under rapid development of Guangzhou port. The research direction of this article is to further optimize the emergency response plan of Guangzhou port,combined with the actual work, in order to put forward some countermeasures and suggestions for Guangzhou port emergency management.The paper is based on a comprehensive analysis on the research plan, innovation by dimension combination of qualitative and quantitative analysis, analysis of risk identification, risk evaluation on Guangzhou port threat, providing scientific and theoretical support for the optimization of Guangzhou port emergency management. Meanwhile, this paper has analysis on overall, forward-looking and operability, coordination of existing Guangzhou port emergency plans. What’s more, in order to find out disadvantage of Guangzhou port emergency plan and optimize current management, we have capability assessment on four aspects: individual,organization, operation and project. Finally, there are several suggestions on how to improve the emergency management of Guangzhou port plan and how to further improve the emergency management level : Firstly, to further improve the emergency plan system and improve the contingency plans for program. Then, to further optimize the emergency plan of operation,coordination of emergency plan so that improving emergency security system, strengthening the construction of emergency response team and revising emergency procedure.
