The Research Of The Pattern Of Our Country's Government Crisis Management

With increasing expansion in social communication fields and frequency with economic globalization, some western scholars think that world is entering into the era which frequent crises break out. The paroxysmal crisis event with enormous destructiveness, high propagation velocity, wide scope and difficulties in forecast and the control has become the big challenge to the governments' public management in various countries. It also is a universal question encountered by every country all over the world. As far as it is concerned, China now is at the sticking point of reforming and modernization building. In the background of globalization, with the fleeting development of socialistic market economy, caused by various kinds of conflicts and issues, crisis will inevitably happen. The government is the supervisor of the public affairs and also the provider of the public service and products. As a result, to strengthen crisis management is an important problem for all levels of governments. As a key element, governmental capacity in crisis management is one of modern governmental capacity. It is also an index of evaluating governmental management level. So it is an urgent problem for government to advance its capability of crisis management. At the same time, it's a significant task for the scholars to research the government capability of crisis management.This thesis is divided into five parts.The first one, introduction, proposes the research object and background of this thesis. It also summarizes the present situation regarding this issue at home and abroad and discusses the great significance of researching this issue. This part also elaborates the elementary theory and research tracks and its approaches.The second part elaborates the elementary theory of governmental crisis management. It defines several concepts: crisis, crisis management, governmental crisis management. It also summarizes the principle and character of governmental crisis management.The third part elaborates some patterns of governmental crisis management of other countries and their experience for us.The fourth part analyses the present situation of governmental crisis management of our country and the SARS crisis management as a case and then analyses the disadvantage of our country's governmental crisis management and the causation.The fifth part summarizes some countermeasures on our country's government crisis management.The concluding part briefly summarizes the viewpoints indicated within this thesis.
