After the break out of Anti-Japanese War, against the main contradictions in China,democratic regime of Anhui Anti-Japanese base area, under the leadership of Chinese Communist Party, carried out a comprehensive building of the legal system. The theme of the building of the legal system is"Anti-Japanese War, democracy, and unity", which amended and inherited the useful part of prior revolutionary legal system and enjoys the spirit of united front.People's authority in the base area constitutes a series of directions and regulation including policy agenda, the protaction of human rights, vote, land, economy, labor and criminal regulations. Those directions and regulations combine the actual conditions of each Anti-Japanese base area in Anhui province, which follow the principal of People's guaranteed democratic rights.Meanwhile, law execution and judicatory work achieved great success in each Anti-Japanese base area, which guaranteed the unity of each class in Anti-Japanese base area, guaranteed people's rights, guaranteed social order, extended and strengthened the unity front of Anti-Japanese War. Nevertheless, Legal system was under great difficulties according to the crucial war background in base area and the lacking of legal knowledge among cadres and civilians. Therefore, Legal system in base area still face a lot of disadvantages.History investigation is for serve the present and future. Legal system building is at the most important step, which provided a profound experience for the legal system building after the found of People's Republic of China, also provided profitable revelation for the administering the country according to law.
