Stockwell,the noted French thinker,once pointed out in his work"the Democracy of the United States"that the freedom of common activity unitied by one own strength and his comrade is the most natural freedom only next to oneself movable freedom. And the labor union follows the outcome of this kind of natural freedom. It originates from the clash between capital and labour and aims at moderate labor relations.However,in the process of the ownership system innovation caused by system transformation nowdays in china, the labor union gradually becomes formalistic in some organizations. Among them, the insecurity of private enterprise workers'legal rights is one of the focus problems. The private enterprises pursue profits and reject labor union consequently. The local government, acting by the thoughts of economic man theroy or one-sided achievement on police , just ignore the problem completely. The Labor union then, because of its turn by the administration, can't exertive its working talent independently.This thesis has a foothold at the strong government mode of background and takes a discussion from the role of government interference, trying to find out an official mode of cooperation by analyzing the local government and labor union relation to help the solution of the problem.The full thesis is mainly divided into four parts. The first part is about labor union organization and its role variety , introducing the basic concepts of labor union and comparing the various fixed position of labor union in different times. The second part about the analysis of the relation among government, labor union, private enterprise and its workers, to make the problem focusing on the relationship of labor union and local government. The third part discusses how to make labor union from inside turn of the administration system to the outside change formed as a society organization, and thus the relation of the two could become from adherence to game. The fourth part analyzes two game models of labor union and local government and puts forward the path of cooperation by citing a case of Interactive mode between the labor union and local government in Nantong city.
