As our country is gradually entering the age of senescent population with the increasing absolute quality of old people in the rural areas, the issue of guaranteeing old-age welfare has become an issue of first important faced by the government in building a harmonious society and stabilizing the political situation. However, as ours is a great country with vast territory and abundant resources, and is under the influence of historic elements and resources, the economic development level is uneven. Some areas, such as the south-eastern cities along the coastline, has already reached the middle-family level, but some other areas, such as vast western rural regions, still remain in a plight of struggling for survival. The present social security system aimed at the old people in the western rural areas is far from perfect in the face of relatively backward economic development in these regions, and, to make matter worse, the traditional family old-people supporting and the field-as-life supporting guarantee is faced with a formidable challenge owing to the dwindling family size and the imperfect system of repairing the lost land taken over for a special use. Such things lead to hard life for old people in the western rural areas.Against the overall background in which we are building a harmonious society, it is one of our government's aims or target to popularize rural old-age social security system and gradually establish a unified old-age social system in urban and rural areas alike. Under the existing economic conditions, however, we have a long way to go to fulfill the task. During these periods, the government should not just wait till the economic development will be high enough to plan an old-age social security system. Therefore. This thesis combine the related theory formulated in developed countries, the social security experience acquired in the rural areas of the economically developed eastern regions in our country, and put forward an interim old-age social security system suitable to the western rural areas by taking into account economic conditions, people's ideology, cultural elements etc. in these economically limited regions.This thesis makes comparison between the eastern regions and western regions in terms of their economic and social conditions, emphasizing that fact ours is a nation that has been deeply influenced by Confucician culture, with filial piety and fraternal duty rooted deeply in the vast western rural regions. It is necessary, therefore, for the government shoulder the burden of socialized old-age security. Moreover, during the interim period, the government should also establish a multi-leveled old-age supporting social system in the western rural areas in combination of relief old-age social security system, family old-age social security, community old-age security and joint-effort of family and community security. Finally, this thesis also analyses problems to be considered and solved in the process of establishing a multi-leveled system of old-age social security in the western rural regions.
